National Labor Relations Board

The National Labor Relations Board (NLRB) was created in 1935 to enforce the National Labor Relations Act. NLRB investigates and remedies unfair labor practices by employers and unions. NLRB' s web page contains the following:

  • The Weekly Summary of cases (1996-present) provides brief case summaries along with full text pdf or html links to some of the cases. Summaries can be accessed first chronologically and then by case name. Go to the main NLRB page and select the second button (Weekly Summary) underneath NLRB Documents on the left side of the page.
  • Decisions and Orders can be searched by key word or by browsing through the volumes. Slip opinions are in order by slip opinion number. They are in full text pdf format and are subject to revision before publication in the bound volumes. Cases in the bound volumes are in order alphabetically by case name. They are in full text pdf or html format. Bound volumes go back to Volume 255 (1981).
  • CiteNet allows you to find decisions using NLRB's classification system. Decisions include February 1992 (vol. 306) to present. There are three search categories: Search Heading, Search Digest and Search Case Name. If you do not know the classification number or the case name, it is best to start with Search Heading. This option provides the list of classification chapters. If you select "All Chapters" from the drop down menu and click the "Search Headings" box at the bottom, you will obtain a list of the classification numbers with their assigned topics. The classification numbers are used for case indexing in the database. Once you locate the topic you need, you can click the classification number and you will automatically transfer to the search criteria field. You can enter other pieces of information such as case region, case type, case docket or decision type. When you have completed your search criteria, click the "Search Digest" box at the bottom and your results will be displayed. The results of your digest search will be "a synopsis of relevant issues found in Board and court decisions." If you decide that you want to review the full-text of the case, you can use the citation number to locate the case in the Decisions and Orders database.
  • The Rules and Regulations is available full text in pdf or html format. The online version is kept up-to-date as changes are approved by the Board.
  • Manuals contains the Style Manual that covers rules of citation, abbreviations, capitalization, punctuation, etc. There is also the Division of Judges Bench Book that assists the NLRB administrative law judges during trials when other sources are unavailable covering subjects such as pleadings, subpoenas, settlements, evidence, etc. The Casehandling Manual is another resource that is divided into multiple parts. Part I covers Unfair Labor Practice Proceedings, Part II covers Representation Proceedings, and Part III covers Compliance Proceedings.

Some other resources that can be obtained via the NLRB website are Advice Memorandums, General Council Memorandum and Operations-Management Memorandums.
